What is it  and what is it for? What is its importance in the real estate sector, specifically in the housing segment? It is a document that is essential, for example, when a homeowner decides to  or a house, and is issued by specialized technicians authorized by the Energy Agency (ADENE). 
All my family members have been telling me about the obligation to have an energy certificate in order to sell their house. I have little information about this document and I have doubts about this obligation. Can you explain to me what the energy certificate is and in what situations it is mandatory?
The energy certificate is mandatory for:

  • New buildings;
  • Existing buildings subject to major renovation;
  • Existing commercial and service buildings with a floor area equal to or greater than 1.000 square meters (m2), or 500 m2 in the case of shopping centers, hypermarkets, supermarkets and indoor swimming pools;
  • Buildings owned and occupied by a public body and frequently visited by the public with a usable indoor floor area of more than 250 m2;
  • Buildings, when they are sold, given in lieu of payment, leased or transferred, as long as this includes the transfer of the physical space;
  • Buildings that are the target of financing programs, provided that energy certification is a requirement for this purpose;
  • Buildings eligible for access to tax benefits, whenever energy certification is a requirement.

Your question is pertinent and certainly common to many consumers. A energy certificate is a document that assesses a house or any property on an energy performance scale of  A+ a F, where the former is considered very efficient and the latter not very efficient.

This document is issued by specialized technicians and authorized by the Energy Agency (ADENE), which regulates the energy certification of buildings (SCE).

As your relatives say, the energy certificate is mandatory for anyone selling or renting a house and this obligation arises from the moment the owner or real estate agent promotes the house.

To obtain the energy efficiency certificate, you should look for qualified experts in your area (consult the list of qualified experts and compare their proposals). Look carefully at the valuations of different experts, as you may find differences in the price to be paid. 

You will need documents such as copies of the plan of the property, urban land registry (through the Finance portal), certificate of registration at the registry office and The calculations made by the expert will later be entered into the National System for Energy Certification and Indoor Air Quality in Buildings. You can consult a version before the certificate is issued.

We'd like to point out that  owners  of buildings must display the energy certificate in a visible and prominent position at the entrance to the house.
